Officials: Russian missiles have killed at least 20 people in Ukraine

KYIV: Russian missiles hit a city in central UkraineAccording to Ukrainian authorities, at least 20 people were killed and 90 others were injured on Thursday. The country’s president called the attack “an open act of terrorism” against civilians in locations without military value.
Ukraine’s national police said three missiles hit an office building and damaged nearby residential buildings in Vinnytsia, which is located 268 kilometers (167 miles) southwest of the capital, Kyiv.

Volodymyr Zelenskyy, the Ukrainian President, suggested that the attack was intended to target civilians. The strike occurred as 40 government officials met in The Hague to discuss how to coordinate investigations and prosecute potential war crimes in Ukraine.
“Every day Russiais destroying civilians, killing children in Ukraine, and directing missiles at civilian objects. No military (targets) where there are none. What is it if not an open act of terrorism?” Zelenskyy wrote on Telegram.
Vinnytsia has a population 370,000 and is one the largest cities in Ukraine. Since the outbreak of war, thousands fled from eastern Ukraine where Russia has been concentrating its offensive.
Officials said that the missiles set off a fire which engulfed 50 cars in a nearby parking lot. Ukrainian police reported that people had been reported missing. Serhiy Borzov (the governor of Vinnytsia) stated that four more missiles were shot down by Ukrainian air defense systems over the region.
Before the missiles hit Vinnytsia, the president’s office reported the deaths of five civilians and the wounding of another eight in Russian attacks over the past day.
According to Ukrainian authorities, one person was injured when a missile struck several buildings in Mykolaiv’s southern city. At least five people were killed in the missile attack that occurred Wednesday in the city.
After taking over Luhansk, the Russian forces continued their artillery and missile strikes in eastern Ukraine. Russian forces captured Lysychansk in Luhansk at the start of the month. This was the last major bastion of Ukrainian resistance.
Together, Luhansk, Donetsk make up the Donbas. This is a predominantly Russian-speaking region with steel factories, mines, and other industries.
Donetsk Gov. Pavlo Kyrylenko urged residents to evacuate as “quickly as possible.”
“We are urging civilians to leave the region, where electricity, water and gas are in short supply after the Russian shelling,” Kyrylenko said in televised remarks. “The fighting is intensifying, and people should stop risking their lives and leave the region.”
According to the British Defense Ministry on Thursday, despite continuing shelling in Donbas, Russian forces have not made major territorial gains in recent times.
“The aging vehicles, weapons and Soviet-era tactics used by Russian forces do not lend themselves to quickly regaining or building momentum unless used in overwhelming mass – which Russia is currently unable to bring to bear,” the British ministry said.
Both the Russian and Ukrainian militaries seek to replenish their low-quality unmanned aerial vehicles in order to locate enemy positions and direct artillery attacks.
Both sides are seeking to acquire advanced drones capable of defending themselves against jamming. This could give them an advantage in combat. Ukrainian officials say the demand for such technology is “immense” with crowdfunding efforts underway to raise the necessary cash for purchases.
